this is identical to the wendy carlos harmonic scale, which i would 
think should also be in the scala archives:

I found it in Wilkinson before I even heard Wendy Carlos use it.
Ben Johnston and La Monte Young have also used it.

presuming there *is* one if two people came up with 
it "independently..."

No, of course, but I had already removed it. I don't remember
when. David's name was preserved in the other file.
I don't like duplicates, since there are already so many files.

it's a 12-tone tuning, which is convenient. includes harmonics 8-16, 
which is 8 notes, and the other 4 notes "fill the gaps" with a 
selection of higher, but not too much higher, harmonics: 17, 19, 21, 
and 27. if you're restricted to tuning each 12-equal pitch plus or 
minus 50 cents, then this is pretty much the only was to do this.
